The main objective of this consultancy is to facilitate the development and designing of a comprehensive, actionable, and results-oriented Strategic Plan for SIMUKAI for the period 2027–2029. The new strategy must be grounded in the evidence and learning from the past strategic cycle and aligned with the evolving needs of children and communities, national policies, and global best practices.
3. Specific Objectives
The consultant shall undertake the following specific tasks:
1. Conduct a Strategic Review: Inception review of the End of Strategy Evaluation report for the 2024-2026 period, along with other relevant organisational documents, to identify key achievements, challenges, lessons learned, and gaps.
2. Analyse the Operating Context: Conduct a thorough situational analysis (including SWOT or PESTEL analysis) of the external and internal environment affecting SIMUKAI's work. This should consider the socio-economic, political, and environmental context in Zimbabwe, with particular focus on child protection, vocational skills training, youth participation, climate change, and national development priorities.
3. Facilitate Stakeholder Engagement: Design and facilitate a participatory strategic planning process that engages SIMUKAI's Board, management, staff, partners, government ministries, and representatives of children, young people, and communities.
4. Review and Refine Strategic Direction: Based on the analysis and consultations, revisit and confirm SIMUKAI's Vision, Mission, and Core Values to ensure they remain relevant and aspirational.
5. Formulate Strategic Priorities: Define a clear set of strategic goals, objectives, and key results for the 2027-2029 period. These should be structured into coherent strategic pillars/focus areas that respond to the identified needs and the organisation's mandate.
6. Develop a Results Framework: Design a robust Monitoring, Evaluation, and Learning (MEAL) framework for the new strategy. This includes developing a Theory of Change (ToC), defining SMART indicators (Output, Outcome, Impact), and outlining the data collection and reporting plan.
7. Develop an Implementation Roadmap: Create a detailed action plan that outlines the steps, timelines, responsibilities, and resource requirements for implementing the strategy.
8. Design a Resource Mobilisation Strategy: As part of the strategic plan, develop an integrated resource mobilisation plan that identifies potential funding sources and strategies to finance the new strategy.
9. Develop a Costed Implementation Plan: Translate the strategic priorities and action plan into a comprehensive, Strategic Focus Area budget that outlines the financial resources required to implement the strategy.
